Professional opportunities with many traditional public policy employers, such as Federal agencies, Congress, traditional media, and think tanks are shrinking. At the same time, a wider range of organizations are appearing as alternatives, including new media, consulting, issue advocacy groups, independent businesses, and social enterprises.
